Required Agreements
This section covers agreements that must be signed in order to live on campus.
The Application & Activities Fee will automatically be deferred to a student's first housing payment. No payment is due at the time of submitting the housing application. This fee contains a $40 non-refundable application fee and a $75 housing activities fee. This page can be found inside the housing application.
The submission of this form signifies your request that Housing and Residential Life defer the payment of your $115 housing fee ($40 non-refundable application processing fee & $75 resident activity fee) with the understanding that the charge will be paid by your financial aid award. This action is permitted under section 668.165 of the CA Administrative Code as detailed in sections I.I and I.J. of the Housing License Agreement.
Section I.I. A Licensee may defer payment of license fees if they demonstrate that they will receive federal, state or other financial aid and that such aid will be distributed to the licensee after the beginning of the fee period. Approval of deferment requests shall be subject to verification of pending aid by the University Financial Aid Office.
The payment will be paid from financial aid funds released during your first term of your contractual period, unless otherwise specified (e.g., Academic Contract: Fall 2025, Spring Contract: Spring 2026). The University will deduct first tuition fees, then meal and housing fees from each semester’s financial aid disbursement. If all financial aid for a particular semester has been disbursed and you still have an outstanding housing balance, you must pay the outstanding balance by the end of that semester.
In compliance with the Student Housing License Agreement, all Licensees under eighteen years of age (18) are required to have a financial guarantor/co-signer. This guarantor/co-signer will bear shared financial responsibility for the cost of housing as determined by the Licensee’s contract term and associated fees.
In accordance with Title V, Administrative Code 668.165 Housing and Residential Life will collect on charges due upon disbursement of a Licensee’s financial aid award. Licensee and Guarantor/Co-Signer will be personally responsible for outstanding housing charges not paid in full by financial aid. It is the responsibility of the Licensee and the Guarantor/Co-Signer to ensure housing term charges have a zero balance upon conclusion of the contracted term.
A License Agreement is the contract between Housing & Residential Life and student - just like if you were to live off-campus and sign a rental agreement. This can also be found inside the housing application.

Releases Housing and the university from liability at events or activities. This can be found inside the housing application.
In consideration for being allowed to participate in the above-referenced Activity, on behalf of myself and my next of kin, heirs, representatives, and assigns, I hereby release, waive, and discharge from all liability and promise not to sue the State of California, the Trustees of The California State University, California State University, Stanislaus, Associated Students Inc./University Student Center, and their employees, officers, directors, volunteers and agents (collectively the “University”) from any and all liabilities or claims, including claims of the University’s negligence, resulting in any physical or psychological injury (including paralysis and death), illness, damages, property loss, or economic or emotional loss I may suffer because of my participation in the Activity, including travel to, from and during the Activity.
I am voluntarily participating in this Activity. I am aware of the risks associated with traveling to/from and participating in this Activity, which include but are not limited to physical or psychological injury, pain, suffering, illness, disfigurement, temporary or permanent disability (including paralysis), economic or emotional loss, and/or death. I understand that these injuries or outcomes may arise from my own or other’s actions, inaction, or negligence; conditions related to travel; or the condition of the Activity location(s). Nonetheless, I assume all related risks, both known or unknown to me, of my participation in the Activity, including any associated use of University facilities or premises and any travel to, from and/or during the Activity.
I agree to indemnify and hold the University harmless from any and all claims, actions, suits, costs, expenses, and liabilities, including attorney’s fees or damage to my property, that arise out of my participation in the Activity, including any associated use of University facilities or premises and any travel to, from and/or during the Activity. If the University incurs any of these types of expenses, I agree to reimburse the University. If I need medical treatment, I agree to be financially responsible for any costs incurred as a result of such treatment. I am aware and understand that I should carry my own health insurance.

Students seeking on-campus housing accommodations for medical, psychological, hearing, or other disability-related needs must have their accommodations requests processed through Stanislaus State Disability Resource Services (DRS). In order to request a housing accommodation:
- Submit a housing application. Due to limited availability, applying during the priority period gives you the best chance of securing your requested accommodation. Requests received after this period are subject to availability and staff will do their best to accommodate.

Students are responsible for the safety and security of the mailbox key that will be issued by the Housing Office. At no time is the key to be loaned or given to another person, and shall not be reproduced, except by the University Locksmith, with the authorization of the Director of Housing and Residential Life.
Student agrees to report any loss or theft immediately, and pay $30 for the cost associated with key replacement. The
mailbox key is to be returned to the Housing and Residential Life Office upon the termination of contract or upon withdrawal from the University.
The Housing and Residential Life key that will be issued upon move-in acts as an apartment, bedroom, and
gate key. Student agrees to report any loss or theft of this card immediately, and pay for the cost associated
with the replacement of this Housing key. There is a $30 charge to replace this key and/or for keys not returned.
In the event that a student is locked out of their assigned living quarters, Housing and Residential Life staff will not unlock the room until the student's identity has been confirmed by the Housing Office. After the first two lockouts, the student will be charged $5 for each additional lockout.
Examples of resources available for loan include cleaning supplies, moving equipment, or gaming accessories.
Students who live on campus are agree to hold responsibility for the University resources loaned to them, and report any loss or theft immediately to the Housing Office. Applicants agree to reimburse the University for the replacement costs associated with any lost, stolen, or misplaced resources while in their custody.
Applicants agree to return any resource within 24 hours of borrowing the item. If they do not return the resource within 24 hours of borrowing it, they will be charged $5 per day while the resource remains in their possession and not returned to the Housing Office. Applicants agree to return the resource in the same condition it was in at the time it was checked out.

All rooms are equipped to provide residents who own a personal computer, a single high-speed Internet access port. Our goal is to enable you to access information necessary to accomplish your academic course work, and to assure a positive computing experience while living on-campus.
1. Read And comply with California State University, Stanislaus Network Use Policy, State and Federal Laws. Understanding these policies will protect you from prosecution due to a violation of applicable laws and California State University, Stanislaus Network Use Policy. You are ultimately responsible for the use of your computer and your network connection.
2. Be in Compliance with the Office of Housing & Residential Life Mandatory Computing Security Requirements. These requirements stipulate the mandatory security measures necessary in maintaining a clean and stable network including operating system updates, Antivirus and anti-spyware measures. The University is not responsible for virus protection and waives any claim for damage due to viruses contracted through system use.
The following activities are strictly prohibited on the Village Network:
- You must respect copyrights on all licensed software and published materials. Downloading or installing copyrighted software, music, videos or other materials, or making them available to others without an applicable license or permission from the copyright holder is not permitted. This includes the unauthorized downloading, duplicating or transmitting of copyrighted music files (e.g., MP3 or WMA files, etc.) via file sharing software such as Morpheus, LimeWire, KaZaA or similar programs in violation of federal law.
- You must not deliberately perform any act that will interfere with the intended use of the computer information services.
- You must not deliberately perform any act which seeks to gain unauthorized access to computer information services, or which allows others to gain unauthorized access to computer information resources.
- You must not deliberately perform any act, without authorization, which will interfere with the normal operation of computers, terminals, peripherals, networks, or which will interfere with others’ ability to make use of the computer information services.
- You are not allowed to use, or try to use, any method to gain access to a connection other than the one you have been authorized to use. You are not allowed to use, or try to use, any method to alter your access or usage privileges.
- Sharing your connection is prohibited and you will be held accountable for all activity occurring on your account. You must inform the Housing Office immediately if you suspect someone else has gained access to your account by any means. It is also recommended that you use account access safety measures such as changing your password often and never leaving terminals unattended without logging off.
- You are prohibited from knowingly transmitting information that contains obscene material to another individual or entity.
- You must not deliberately harass others by sending threatening or libelous messages through electronic means.
- You must not deliberately or inadvertently perform any act that invades the privacy of individuals or entities that are creators, authors, users or subjects of the computer information services. Invasion of privacy includes disseminating personal information on individuals including, but not limited to, his or her name, social security number, physical description, home address, home telephone number, education, financial transactions, medical, or employment history.
- You are prohibited from setting up and broadcasting Web cams (or other streaming video) in your room. If you have any questions about this, please consult with the Assistant Director of Housing and Residential Life.
- You are prohibited from eavesdropping or capturing packets not intended for you or scanning other systems for open ports or vulnerabilities.
- Server-based network services are prohibited, such as, but not limited to DHCP, SMTP, FTP, DNS, IRC and HTTP.
- The use of routers or any device that provides routing functions are prohibited, including cable modems, VoIP devices with built-in routers, wireless router, etc.
- The use of Village network for commercial purposes, sending or relaying SPAM email message or engaging in any other activity that disrupts the operation of the Village network is prohibited
- In cases of alleged copyright violation, the campus Office of Information Technology will enforce legislation, such as the Digital Millennium Copyright Act (DMCA) by terminating the resident internet connection until the matter is investigated by the appropriate campus department. Upon completion of the investigation the resident internet connection may be re-established. The resident will be held liable for costs incurred as a result of the termination and/or re-connection of his/her internet connection. Such costs would be assessed through the University Judicial process and would be posted to the resident student account, if not paid by the specified deadline.
Permissions & Acknowledgements
This section covers health disclosures, media permissions, and information about renters insurance.
The CSU Immunization Policy requires students to obtain vaccinations and screenings as advised by the California Department of Public Health (CDPH).
Required for students living on campus and student-athletes
- 2 doses of Measles, Mumps and Rubella (MMR) or proof of immunity via blood titer
- 2 doses of Meningococcal Conjugate (Serogroups A, C, Y, W-135)
- 2 doses of Bexsero or two/three doses of Trumenba Meningococcal Serogroup B

Students who submit a housing application consent and authorize Housing and Residential Life the absolute right and permission to use their likeness in photographs, videos, audio recordings, drawings, renderings, voices, audio clips, images, accompanying written descriptions or other digital media (collectively, the "Images").
If a student wishes to opt out of this authorization, they must email the Housing Office at housing@csustan.edu.
Images may be used for any lawful purpose, including in University sponsored websites, print ads, direct-mail pieces, publications, promotions, broadcasts, posters, banners, or digital media. Applicants waive any right to inspect or approve the finished images or any printed or electronic matter that may be used with them, or to be compensated for them.
Applicants also hold harmless, release and forever discharge Housing, from any and all claims, demands and liability arising out of or in connection with the use of the Images, including any and all claims for invasion of privacy, right of publicity, misappropriation or
misuse of image, and/or defamation.
Applicants understand that Housing will endeavor to use the Images in accordance with standards of good judgment and that Housing cannot warrant or guarantee that any further dissemination of the Images be subject to CSU supervision or control.
Accordingly, the applicant releases Housing from any and all liability related to the dissemination, reproduction, distribution, and/or display of the Images in print or any and all other media, and any such alteration, distortion or illusionary effect of the Images, whether intentional or otherwise, in connection with said use.
Stanislaus State Housing does not require, but strongly encourages residents to purchase renters insurance. If you signed up for GradGuard renters insurance, you are responsible for cancelling your policy if your plans to live on campus change. Housing cannot cancel a student's policy. Visit the GradGuard website for more cancellation instructions.
Student Forms
This section covers student-initiated requests for their housing application, move-in or move out, and guests.
Students who wish to cancel their housing application must submit the cancellation via the Housing Portal. For additional details about cancellations, reference the Cancellation Process & Policies listed in the section above.
For incoming residents who wish to move in earlier than the contracted move-in day.

For graduating residents participating in Commencement or individuals with extreme circumstances out of their control. Due to summer operations, Housing is unable to approve late check-outs that do not fall in these categories or extend late check-outs. Going on vacation, storage of belongings or waiting for a move-in date at a different housing location are not approved reasons for a late check-out.

Residents can change their meal plan until 10-days after the contracted Move-In Day. To select a different plan, login to the Housing Portal and visit the Meal Plan page in your application for full instructions.
For incoming residents not currently in-room who have requests for an upcoming room assignment. Requests may include a different room type (after receiving their assignment), specific roommates, or specific locations. All requests are subject to availability and are not guaranteed.
For in-room residents who wish to move bedrooms or units. After receiving the request, a Residential Education Coordinator will reach out to discuss further.
Do not submit this request if you are not currently in-room, living on campus. To submit a placement request for a future room assignment, submit the Placement Request Form.
