Keynote Speaker

Dr. BlanchardDr. Elizabeth Blanchard

Dr. Blanchard, who has been on the commission since 2008, holds a doctorate in psychology from the University of the Pacific, and is professor emeritus of San Joaquin Delta College Psychology Department and the University of the Pacific School of Education. She previously served eight years on the Stockton City Planning Commission and two years on the San Joaquin County Planning Commission.

Dr. Blanchard is the President of the Association of Pacific Ports.
The Port District Commission consists of seven members – four appointed by the City of Stockton and three by the San Joaquin County Board of Supervisors.


Beth Van Meter

Beth Van Meter

Beth Van Meter is Senior Specialist, Global Technical & Regulatory Affairs of the Almond Board of California (ABC.) Ms. Van Meter joined the Board in 2015 and holds a Masters of Business Administration from Saint Mary’s College of California.

Prior to joining the Board, Ms. Van Meter worked for E&J Gallo Winery based in Modesto, California. Her roles included new product development projects for the Asia-Pacific region, supply chain, and finance. Prior to joining the wine industry, Ms. Van Meter was in the U.S. Army and served on multiple deployments to the middle east and eastern Europe. Read full bio

Celeste Ayers

Celeste AyersCeleste Ayers is currently the Division Sourcing and Procurement Manager for Parker Hannifin Corporation, Engine & Mobile Original Equipment Division in Modesto, California. In addition to establishing and leading supply chain strategies she leads a team of supplier development and trade compliance specialists that manage the challenges of a dynamic global supply chain. Her experience in supply chain, materials, procurement and customer relationship management along with extensive expertise in United States trade compliance regulations has radically transformed supply chain operations within the Engine & Mobile Original Equipment Division.

Mrs. Ayers’ educational background includes a Bachelor of Science degree in Management from California State University, Stanislaus in Turlock, CA and an MBA in Operations/Supply Chain Management from Golden Gate University. In addition to her formal education she maintains two APICS certifications in Certified Fellow in Production and Inventory Manager (CFPIM) and Certified Supply Chain Professional (CSCP). Read full bio
