PCGE Special Session Program proposals are completed in Curriculog, a paperless curriculum management system.
Per Executive Order 1099, all extended education instruction must be approved under procedures in place for state-supported instruction. Additionally, all academic policies governing self-support instruction must be identical or established under the same procedures governing state-supported instruction. Special Session programs must follow the university-approved Policy for Governing Special Sessions Degree and Academic Certificate Programs Offered Through PCGE.
Regarding PCGE Programs
Before implementing a self-supporting version of a previously approved state-supported degree program (degree type and title), adding a subprogram (option, concentration, special emphasis or similar subprograms), or adding a new delivery method (face-to-face or online), Chancellor's Office approval is required. The proposal shall provide details sufficient to confirm that the existing state-supported offering is not being supplanted, shall specify the program's qualification(s) to operate as a self-supporting special session, and shall include: a rationale for the new support mode, a detailed cost-recovery budget, student fees per unit and total student cost to complete the program, anticipated enrollment, a campus commitment to provide adequate faculty resources, the anticipated impact on the existing state-supported program and the disclosure of any third party partners or vendors contracted to support the program.

If a program wishes to convert the program of a special session to state support, a brief proposal must be submitted to the Office of Academic Programs after receiving department and college approvals, including the following information:
- Program description;
- Rationale for making the change; and,
- Documentation of resources and faculty support, budget, enrollment, need, and the anticipated impact on the community.
Note: The Chancellor's Office has noted that the revised budget is the primary focus of concern when converting to state-funded programs.
