The CTEL program prepares educators to support English learners in California schools through effective English language development and SDAIE instruction.

The California Teachers of English Learners (CTEL) is an additional authorization for English learners that allows CTEL holders to work with English learners and use Specially Designed Academic Instruction in English (SDAIE) in designated English language development (ELD) academic settings. California has the largest population of English learner students in the United States, with 19% of all K-12 students in public schools designated as English learners. More than 100 different languages are spoken by students in California’s TK-12 public schools, with nearly 75% of all English learners in California being Spanish speakers.
With such high numbers of English learners in California’s schools, there is a growing demand for educators to be well-qualified to work with this population of students. The CTEL program comprises four courses that can be completed in two academic sessions (i.e., Fall, Spring, or Summer sessions). All courses are provided in online formats (i.e., synchronous, asynchronous, or a combination of both) to accommodate pre-service and in-service teachers across the state.
About Coursework
The course series includes the following:
- EDUC 4010: Multilingual Education in the Content Areas
- EDUC 4101: Multilingual Education Evaluation
- EDUC 4030: Advanced Theories in Cultural Diversity
- EDUC 4301: Foundations, Methods, & Approaches of English Learners
Note: EDUC 4010 replaces EDMS 4150 (for MSCP only) and EDSS 4110 (for SSCP only). EDUC 4030 replaces EDSS 4550 (for SSCP only).
