The Alcohol, Tobacco & Other Drugs Conference was established by the California State University (CSU) Chancellor’s Office in 2001 to strengthen alcohol, tobacco, and other drug abuse (ATOD) prevention programs, activities, and initiatives throughout the 23-campus CSU system. In 2024, we recognize the need to re-establish our foundational efforts to address ATOD misuse and recovery for CSU students. The conference will include presentations by nationally recognized leaders in the profession, as well as campus-based experts from around the CSU System.

2024 Keynote Speakers
Dr. Michael DeBowes currently serves as Vice President, Regulatory Compliance & Strategic Initiatives for D. Stafford & Associates in addition to serving as the Director of Research & Strategic Initiatives for the National Association of Clery Compliance Officers and Professionals (NACCOP). In these roles, Dr. DeBowes provides consulting, training, and technical assistance services related to compliance with the Clery Act and the Drug-Free Schools and Communities Act (DFSCA).
With respect to the DFSCA, Dr. DeBowes has written practitioner-focused white papers and journal articles regarding DFSCA compliance, presented more than two dozen nationally-broadcast webinars and conference sessions relating to this topic, and helped numerous institutions and higher education systems enhance their compliance with the Drug-Free Schools and Communities Act. Prior to joining DSA and NACCOP full-time in 2014, Dr. DeBowes served as the Director of Student Conduct & Academic Integrity at Old Dominion University, a large, public, metropolitan research university in southeastern Virginia.
Ahmed Hosni is the Assistant Director of the Student Life Student Wellness Center at The Ohio State University and Director of Recovery at the Higher Education Center for Alcohol and Drug Misuse Prevention and Recovery. As a person in long-term recovery since 2007, his passion for supporting young people in or seeking recovery is personal. Ahmed’s experience as a First Generation-Economically Marginalized student pushes him to advocate for equitable and just processes and policies that provide all people what they need to access education and culturally appropriate wellbeing resources.
Ahmed received a B.S. in Community, Family, and Addiction Sciences from Texas Tech University where he was a member of the Center for Collegiate Recovery Communities and president of the Association of Students About Service and received his MSW from The Ohio State University. He is currently pursuing his EdD in Higher Education and Student Affairs from The Ohio State University. Ahmed is grateful for the opportunity to serve as a board member of the Association of Recovery Schools and as a chairman of the board for the Association of Recovery in Higher Education.
Dr. Jason Kilmer is an Associate Professor in the Department of Psychiatry and Behavioral Science at the University of Washington. The focus of his research has primarily been on the development, implementation, and evaluation of brief interventions and prevention efforts to reduce alcohol- and other drug-related harms among college students and other young adults.
Professionally, he has more than 20 years of experience conducting research on substance abuse etiology and prevention with high school students, college students, and young adults. He is strongly interested in efforts to bridge the gap between science and practice, including ways to bring empirically supported approaches to scale. He always appreciates opportunities to teach, train, present and put the spotlight on science.
