The CSU Executive Order 1098 outlines the student conduct process within the California State University system, providing guidelines and procedures for addressing alleged violations of student conduct code. It ensures fairness, transparency and accountability in handling disciplinary matters while upholding the values of academic integrity and community standards.

Types of Conduct Referrals

Student behavior that is not consistent with the Student Conduct Code is addressed through an educational process that is designed to promote safety and good citizenship and, when necessary, impose appropriate sanction(s).

About the Student Conduct Process

When Student Conduct receives a report documenting an alleged violation, an investigation is initiated and the student who is the subject of the report is notified. This initiates the Student Conduct Process, which aims to address and resolve such reported violations.

Following the investigation, if there is evidence suggesting or supporting a violation, the process may proceed to an informal conference with a Student Conduct Administrator to discuss the alleged violation and potential sanctions. Alternatively, if no evidence of violation is found, the case may be dismissed, concluding the student conduct process for that particular incident.

Most student misconduct cases are resolved through an informal process involving a signed agreement. The purpose of the initial conference is to give students an opportunity to review the allegations, understand the supporting information and provide a response.

Students who do not respond to a conference request forfeit their chance to participate in that meeting. Additionally, holds may be placed on registration, transcripts, and graduation. Students who miss a scheduled hearing also forfeit their opportunity to engage in the hearing process.

Please note that the University’s disciplinary process is separate from any grading decisions made by instructors.

After an informal conference, the case may close if the evidence presented is deemed insufficient to establish a violation. Alternatively, a signed resolution may be reached between the student conduct administrator and the student, outlining agreed-upon sanctions or actions to address the violation. In the absence of a resolution, the case will proceed to a formal hearing where a structured process is followed.

During a formal hearing, a hearing officer meticulously reviews all evidence and testimonies presented regarding the alleged violation. Subsequently, the hearing officer forwards a recommendation based on the findings to the Vice President for Student Affairs who ultimately decides on the imposition of a University finding and sanction(s) in accordance with the institution's policies and procedures.
