Purpose

This site outlines the policies and procedures related to fiscal delegation as governed by CSU’s Delegation of Fiscal Authority policy. It ensures proper internal controls and responsible fiscal management at California State University, Stanislaus. An individual with Delegation of Authority (DOA) has been designated to review and approve transactions and authorize the expenditure of monies. This delegation is tied to an individual’s role and responsibilities within the organization.

Delegated Responsibilities & Expectations for DOA Approvers

The President, Designated Chief Financial Officer (CFO), and designated administrators are responsible for fiscal decision-making within defined authority levels.

  • President: Primary fiscal authority and compliance oversight.
  • CFO: Second fiscal authority and compliance oversight. Policy implementation and monitoring.
  • Delegates: Authorized personnel by role and unit.

Ensure you comprehend the purpose and justification for each purchase or expense. All transactions must be accompanied by complete and appropriate supporting documentation.

Confirm that the expense is charged to the correct campus chart fields and funding source. This ensures proper accounting alignment and transparency.

Verify that sufficient funds are available to cover the immediate cost. For multi-year financial commitments, evaluate the long-term budget sustainability and alignment with fiscal planning.

Confirm that the selected funding source is permissible for the type of expense, particularly when student fee revenue and allowable uses is involved. Adhere to all relevant CSU and campus-specific policies and restrictions.

Expenditures should advance the University's mission and fall within the scope of your budget authority. Your review helps ensure that spending aligns with institutional priorities.

Authority Levels & Roles

The Chancellor’s Office created standardized levels for fiscal authority limits. Approvals at these levels are not progressive; if a fiscal transaction is within the authority limit for a level 3 approver, the transaction will not route to the level 5 and 4 approvers first. The table below references the roles/positions assigned to each level. Assignments to each level were reviewed by the president’s cabinet and approved  by the president. These assignments may be modified in the future as needs and budgetary goals change

Current DOA Approver Assignments

Step 1:

  • To view current DOA approvers and assignments, log in to the MyStanState portal.

  • Under PeopleSoft, select CFS – Finance System, and select on the Navigation Icon in the top right of the CFS Navigation Bar Menu.

  • Select the Navigation Icon in the top right to reveal the CFS Navigation Bar Menu.

  • Once selected, The CFS Navigation Bar menu will appear.

Step 2:

  • Next, select DOA 360 Inquiry and Assignment under the CSU Delegation of Authority 360 menu.

Step 3:

  • Next, select the data fields you want to use as your filters and select the Search button in the middle of the header section.
