Open Enrollment Employee Benefits

 It’s About Choice, It’s About Value, It’s About You! The health and well-being of our employees is important, and we encourage you to make sure your benefits work for you. The CSU is committed to offering benefits and plan options to cover your individual and family health needs.

The CSU annual Open Enrollment period takes place September 10, 2018 through October 5, 2018.  This is your annual opportunity to review and update your benefits for the upcoming year. You can enroll, change or cancel medical, dental, vision plan options.

Please note, Stanislaus State Employees MUST submit a 2019 DCRA/HCRA Enrollment Form to remain enrolled in these programs.

 

The effective date for all changes made during the Open Enrollment period will be January 1, 2019. Open Enrollment Change Forms will be accepted by HR starting September 10th.

(All forms must be completed and received by HR no later than close of business day 5:00 p.m, Friday, October 5, 2018.)

Dental

CSU offers two dental plans administered by Delta Dental. Monthly dental premiums are 100% paid by the CSU.  If you choose a Delta Dental PPO dentist, you will receive additional savings and pay less out-of-pocket for certain services. DeltaDental Website

DeltaCare USA is the HMO option:when you enroll in a DeltaCare USA plan, you’ll be required to choose a primary care dentist from their network that is accepting new patients and takes the Delta Dental HMO/DeltaCare USA plan. You must visit your primary care dentist to receive benefits.

Vision

Basic vison is at zero cost to the employee and their covered dependents.  VSP now offers an upgraded coverage level called “Premier”.  To enroll in the Premier VSP plan the employee must complete a separate VSP enrollment form and return to Human Resources.  Please note if you wish to cancel your current plan enrollment in the Premier coverage the employee will be required to contact VSP directly.  (800) 877-7195 Vision Service Plan (VSP Website)

Dependent Care Reimbursement Account (DCRA) – ASI Flex

The CSU Dependent Care Reimbursement Account (DCRA), a voluntary benefit for eligible employees, offers you the ability to pay for eligible out-of-pocket dependent care expenses with pre-tax dollars. If you enroll in the plan, the contributions you make to your account are deducted from your paycheck before federal, state and FICA taxes are calculated. Your taxable income is reduced, and consequently, your taxable income reflected on your annual W-2 statement is reduced.  This plan is used to reimburse eligible dependent daycare related expenses on a monthly basis. To participate in this plan the minimum monthly contribution is $20 and the maximum monthly contribution is $416.66 ($5,000 annual maximum). Health Care Reimbursement Account (HCRA) – ASI Flex

The CSU Health Care Reimbursement Account, a voluntary benefit for eligible employees, offers you the ability to pay for eligible out-of-pocket health care expenses with pre-tax dollars. If you enroll in the plan, the contributions you make to your account are deducted from your paycheck before federal, state and FICA taxes are calculated. Your taxable income is reduced, and consequently, your taxable income reflected on your annual W-2 statement is reduced for expenses eligible to be reimbursed from the Health Care Reimbursement plan. To participate in this plan the minimum monthly contribution is $20 with the maximum monthly contribution $220.83 ($2,650 annual maximum).  HCRA plan enrollment is based on calendar year from January 1–December 31. ASI Flex

Flexcash

If you have group medical and/or dental coverage outside of the CSU, the FlexCash Plan pays you cash in lieu of CSU coverage.  Under this plan the Flexcash medical benefit is $128 per month and dental benefit is $12 per month.  To enroll in this benefit you must submit a completed CSU Flexcash form and furnish proof of medical and/or dental enrollment must be submitted to Human Resources.

Fidelity

The California State University Tax-Sheltered (CSU TSA) program is a 403(b) plan that allows eligible employees to save for retirement by investing monthly pretax contributions in a tax-deferred account under Internal Revenue Code Section 403(b).  Fidelity also has a ROTH IRA, which is a retirement savings account that allows your money to grow tax-free. You fund a Roth with after-tax dollars, meaning you've already paid taxes on the money.  Fidelity is also a smart way to combine prior retirement investment accounts too! Savingsplus

Savingsplus is a voluntary retirement program that allows you to supplement your retirement benefits through tax-deferred and Roth after-tax payroll contributions. Savingsplus offers a 401(k) Plan and a 457(b) Plan. The Standard

The Standard offers Life Insurance and Accident Death and Dismemberment.  Basic employee coverage for life Insurance and Accident Death and Dismemberment is paid for by the university, however you have the option to increase the amounts for yourself and enroll eligible dependents. The Standard

Aflac – Group Critical Illness Plan

California State University offers group coverage for cancer/critical illness through Aflac.  Aflac pays cash benefits directly to you (unless assigned) when you're sick or injured. You can use the cash to help cover expenses that major medical doesn’t like mortgage, groceries, or whatever you need. It's like a safety net for you and your family.  Aflac also offers a $75 annual wellness benefit for members when they submit an annual health screening/physical. Aflac

The CSU offers a wide range of benefits to eligible employees. Much of the information is available online. If you still have questions, contact the Richard Francis ext. 6730 with the Benefits Unit.

Eligibility

Benefit eligibility and the type of benefit programs you receive are based on the type of hire appointment and position. Your initial hire letter will advise you on the type of benefits you are eligible to receive. You should also receive a benefit packet with your appointment letter.

Your benefits begin the first of the month following your date of hire, as long as the Benefits Office receives your enrollment documents by the end of the month that you are hired. Note for Faculty: Faculty starting in the Fall are eligible for benefit coverage effective October 1. Faculty starting in the Spring are eligible for benefit coverage effective March 1. 

Please complete your enrollment documents within 60 days of your hire date in order to avoid a mandatory 90 day waiting period. To enroll, complete the Benefits Enrollment/Change Worksheet and submit to the Benefits Department/HR, MSR320.

For specific benefit programs, please refer to the HR website and click on Employee Benefits. For example, if you are an Administrative Support Assistant I, your position is covered by Unit 7, Clerical/Admin Support; refer to your appointment letter. See Benefit and Leave Summary.
