Dr. Helfer is a lecturer for the Department of Criminal Justice at California State University, Stanislaus. He received his undergraduate degree (B.A.) at the University of New York at Buffalo in 1971.  He obtained his J.D. degree at the University of Santa Clara in 1974. As a lecturer, Dr. Helfer teaches Criminal Law, Criminal Procedure I and II, and most of the courses that are offered within the “juvenile concentration” of the Criminal Justice Department.  He oversees the required “mentoring” component of the courses within the “juvenile concentration” of the Department.   His main interests revolve around his legal experiences in juvenile law.  Based upon this interest, he prepared a paper entitled “Juvenile Law and Procedure in the State of California, United States of America” for a seminar held in the country of Croatia. Dr. Helfer joined the Stanislaus County Public Defender’s Office in 1975, after one year of working in a private law office in Modesto.  As a deputy public defender, he represented both adult and juvenile clients who were charged with crimes from misdemeanor thefts to felony murders.  In 1985 he was appointed to the bench as a Stanislaus County Superior Court Commissioner.  During his time on the bench, he presided over juvenile delinquency cases, dependency cases, the Stanislaus County Juvenile Drug Court, adult arraignments, adult  pretrials, and family support cases.  In 2007, Dr. Helfer retired from the Stanislaus County Superior Courts and was hired as a full-time lecturer for the Department of Criminal Justice.  Prior to being hired full time as a lecturer, Dr. Helfer was a part-time lecturer (in the evenings) for the Department since the Spring Semester of 1999.
