| Grade Requirements |
Students must complete the MPA degree with a minimum grade point average of at least 3.0 (on a scale of 0.0 to 4.0) on all upper-division and graduate course work credited toward the MPA degree. No grade less than a B- (B minus) is acceptable for the completion of a required course. A student who receives less than a B- in a required course must take the course again. A student who takes the same required course twice and does not receive a B- or better will be dropped from the program. No course with a grade below C may count toward completion of the required units for the MPA degree. A student who receives a grade lower than C will have this performance reviewed by the MPA Graduate Studies Committee and may be dropped from the program. A student who completes more than two courses with a grade of C or below will be dropped from the program. No course which is to be counted toward the MPA degree may be graded credit/no credit, with the one exception of PADM 5940, Public Administration Internship Seminar.
Note: You may withdraw from any course through the 20th day of instruction, as indicated in the Academic Calendar, without having the course name or any administrative symbol recorded. However, after the 20th day of instruction, the courses for which you registered are entered on your official transcript, and an administrative symbol must be recorded at the end of the semester-either an academic grade, or "W" for withdrawal (see University Catalog).

| Thesis or comprehensive examination option |
| In addition to the necessary course work, you must successfully complete either a master's thesis or comprehensive examination in order to fulfill the requirements for an MPA degree. This decision should be made in consultation with your academic advisor by the midpoint of your academic program, after you have completed two to four graduate courses. Changing from one option to the other (comprehensive examination to thesis or thesis to comprehensive examination) is allowed only before taking the comprehensive examination or submission of a completed thesis. Exceptions will be granted by petition to the MPA Graduate Studies Committee only under extraordinary circumstances. |

| Writing proficiency |
|
The California State University requires that your writing proficiency be evaluated and certified as acceptable before the award of a master's degree. In the MPA program your writing proficiency is evaluated on the basis of assignments in the course PADM 5000, Administration in Public Affairs. Upon completion of this course your writing proficiency will be certified as "satisfactory" or "unsatisfactory." If an "unsatisfactory" level of writing proficiency is noted, your academic advisor will recommend appropriate remedial assistance, relying on courses, workshops and other resources at this University. The MPA Graduate Studies Committee will designate a procedure for re-evaluating your writing proficiency. The MPA Graduate Studies Committee may limit or refuse registration for any further PADM courses until an "unsatisfactory" writing proficiency certification is changed to "satisfactory." |
